Two detainees at the Fairfax County Adult Detention Center were found dead inside their cells on successive days this week, prompting an investigation.

Kyung Pil Chang, 55, was discovered dead in his single cell on Tuesday, while George Redmond, 65, was discovered dead in his cell on Monday. There were no signs of foul play in either case, according to the Office of the Chief Medical Examiner.

Three counts of aggravated sexual battery, object sexual penetration and acting as an unlicensed masseur were filed against Chang on March 25. Since his arrest, he had been in the custody of the Fairfax County Sheriff’s Office and detained at the ADC.

On Jan. 25, a victim stated that she had gone to the Annandale Gerontology Clinic for therapy earlier that day. Chang allegedly performed sexual actions on her body with his hands during the massage, according to her. According to the victim, he was able to stop the assault, leave the establishment, and report the occurrence.

Since March 25, Redmond had been in the custody of the Fairfax County Sheriff’s Office and held at the ADC. He was originally detained by Alexandria City Police on that date. He was detained on a warrant for failure to appear in connection with an original charge of trespassing and property destruction.

To gather the facts and circumstances surrounding this death, detectives are working with the Fairfax County Sheriff’s Office.
